How Rare is a Book of Mending in Minecraft? As per tests by Minecraft players, the chances of getting an enchanted book with mending enchantment are only 0.8%.

Trading with a Librarian villager
Finding or creating a Librarian villager is the most efficient way to obtain Mending books because it allows you to get an unlimited number of books from the same villager as long as you keep gathering the resources necessary for trading with them.
No villagers are not supposed to despawn in any version of minecraft.
The wiki says they drop level 30 enchants and treasure enchants, so probably. If it says treasure enchants then yes - mending counts as a treasure enchant meaning it can spawn in natural structures, dropped by mobs that have treasure drops, or can be obtained via fishing.
Does a diamond pickaxe last forever?

Mending can last indefinitely, well… unless the tool breaks or you disenchant it.
