What is a Minecraft Lure?
Lure increases the rate of something biting the player's hook while fishing. Specifically, it decreases the wait time for something to appear by 5 seconds per level. See Fishing for more information. If commands are used to increase the enchantment level beyond 5, the wait timer does not start and fish do not bite.
Definitely combine them. Lure increases hit rate & Luck of the Sea increases the chance of good loot. Get Unbreaking + mending on there too & you are set.

The Luck of the Sea enchantment increases your chances of catching valuable items such as saddles, name tags, enchanted books, enchanted fishing rods, and enchanted bows. You can add the Luck of the Sea enchantment to any fishing rod using an enchanting table, anvil, or game command.

Infinity is an enchantment to bows that prevents regular arrows from being consumed when shot. One arrow is needed to use a bow enchanted with Infinity.
Raw Cod is the most common fish and can be caught 60% of the time, Raw Salmon appears 25% of the time, Pufferfish 13%, and Tropical Fish is the rarest at 2%.
This Enchantment has 3 tiers and the chance to get great loot increases with each tier: Luck of the Sea I: 7.1% chance for treasure. Luck of the Sea II: 9.2% chance for treasure. Luck of the Sea III: 11.3% chance for treasure.

How do you retrieve a Lure?
Retrieve the lure by reeling in, using your line to pull the lure to mimic a swimming fish. You may wish to vary the speed of your retrieve to find a speed that entices a bite. Wait a couple seconds, then cast again. Repeat the retrieval.

Fishtrap is a 1x1 craftable block used to replace Fishing Rods. It automatically Fishes for the player when placed in a body of water. The Fishtrap has the same "Catch" chance as a Fishing Rod.
